The investigation did not release Wilson, Bell said.
“While this case is one of the most significant in the history of St. Louis, the issue for this agency has been simple,” Bell said. “Could we prove beyond a reasonable doubt that when Darren Wilson shot Michael Brown, he committed murder or non-murder under Missouri law?”
“After an independent and in-depth review of the evidence, we can̵7;t prove what he did,” Bell said.
“I also want to understand that our investigation does not release Darren Wilson,” Bell said, pointing to the difference between proving a case during a trial and “clearing it of any wrongdoing.”
“There are so many times when Darren Wilson could have handled the situation differently, and if he had, Michael Brown might still be alive,” Bell said.
“But it’s not a question for us. The only question is whether we can detect beyond a reasonable doubt that a crime has taken place,” Bell said. “The answer to that question is ‘no.’ And I would be violating my ethical responsibilities if I did bring charges against her.”
