Although Okinawa has less than 1% of the land in Japan, about half of the 54,000 US troops in Japan are home to up to 64 percent of the land used by US bases in the country within the framework of a bilateral security agreement.

People there have long complained about crime, noise and environmental destruction.

The plan for the transfer of the airborne Marine Corps station called Futenma to the less populated part of Okinawa was also controversial. Danni Tamaki, elected Governor of Okinawa in October, insists that the base be relocated from the island.
